Preheat oven to 400°F and line a baking sheet with foil.
Mix ground beef, panko, egg, garlic, ginger, 1 tbsp soy sauce, and sesame oil together and roll into 1.5-inch balls.
Bake for 15-18 minutes until cooked through.
While meatballs bake, whisk together gochujang, honey, remaining soy sauce, rice vinegar, and sesame oil in a small saucepan over medium heat for 3-4 minutes until slightly thickened.
Toss baked meatballs in the glaze and return to oven for 3-4 minutes.
Serve garnished with sesame seeds and green onions.
