Melt butter in a large, deep skillet over medium heat. Add minced garlic and cook for 1-2 minutes until fragrant but not browned.
Add chicken broth, milk, salt, and pepper to the skillet. Increase heat to high and bring to a boil.
Add the pasta and reduce heat to medium. Cook for 12-15 minutes, stirring frequently to prevent sticking, until pasta is tender and most of the liquid has been absorbed and thickened.
Remove from heat and stir in Parmesan cheese until melted and creamy. Garnish with fresh parsley and serve immediately.
